Repeals the sunset date from Act 39, Session Laws of Hawaii 2015, and makes permanent the requirement to offer open captioning during at least two showings per week of each motion picture that is produced and offered with open captioning.

Establishes an emergency response vehicle noise task force to determine the impact of the emergency response vehicle sirens in terms of excessive noise, the effect on public safety, and the relative effectiveness of the use of emergency lights instead of the use of sirens at night.

Provides for the right to a certified sign language interpreter at any stage of a criminal proceeding, including the taking of a person into custody prior to being charged with any offense. Provides that administrative fines be deposited into the DCAB special fund and criminal fines be deposited into the court interpreting services revolving fund.
